New Large-Scale Initiative to Strengthen Medical Care During Wartime Launched in Ukraine
The charitable foundations “Right to Protection,” “Voices of Children,” and ZDOROVI, together with the public union “League of the Strong,” have launched a large-scale project aimed at supporting people affected by the war and strengthening communities’ capacity in healthcare, social services, and crisis response.
The initiative encompasses several areas, including support for the healthcare system, the promotion of accessibility, assistance for children and families, the provision of mobile services, and grant support for civil society organizations working directly with communities.
ZDOROVI is responsible for implementing the healthcare component and, for the first time, is coordinating both subgrant support for partner organizations and a microgrant competition for community-based initiatives.
The healthcare program aims to ensure the continuity of care for civilians and people affected by hostilities — from initial contact within the community and primary healthcare facilities, through emergency pre-hospital care, to treatment in hospital emergency departments or intensive care units, followed by patient recovery and rehabilitation.
The total budget for the healthcare component, coordinated by ZDOROVI, is USD 5.75 million. Of this amount, USD 2 million is allocated to the implementation of ZDOROVI’s healthcare activities, while USD 3.25 million is earmarked for subgrant support to partner organizations. In addition, a separate agreement worth USD 200,000 has been allocated to support emergency response interventions in Kherson, Odesa, Zaporizhzhia, Kharkiv, and Donetsk oblasts, should urgent humanitarian needs arise. An additional USD 500,000 has been allocated to a microgrant program supporting local community initiatives.
The project will be implemented in Dnipropetrovsk, Zaporizhzhia, Sumy, Kharkiv, and Mykolaiv regions of Ukraine and will reach communities in these locations through regional emergency medical centers, primary healthcare facilities, and specialized hospitals. Overall, the project is expected to benefit 312 communities.
Healthcare facilities will receive critical medical equipment and emergency care solutions to strengthen their capacity to respond to life-threatening conditions. This includes portable point-of-care ultrasound (POCUS) systems, 12-lead ECG machines, defibrillators, transport ventilators, oxygen concentrators, blood component management systems, and specialized equipment for intensive care and surgical units.
The project places particular emphasis on supporting patients who are most dependent on the continuity of healthcare services, including people with injuries and burns, individuals with limited mobility, people with disabilities, patients experiencing acute medical emergencies, pregnant women, new mothers, newborns, and children affected by the war.
International and Ukrainian partners have already joined the effort to implement this healthcare initiative. The first four grant agreements have been signed with the Blagomay Charitable Foundation, the Mission Kharkiv Charity Foundation, and the Nova Ukraine Charitable Foundation. These partners will provide various forms of support, ranging from equipping emergency medical services medical response kits to supporting perinatal centers and children's hospitals.
The Blagomay Charitable Foundation will procure LifeHold Emergency Kits and specialized medical equipment for pediatric emergency and intensive care units.
The Mission Kharkiv will procure and supply rapid diagnostic testing systems for 25 primary healthcare facilities, as well as standardized kits for patient stabilization іn hospital departments.
Nova Ukraine will support perinatal centers and maternity care facilities by procuring specialized equipment to assist pregnant women and newborns during the war.
Razom for Ukraine will provide emergency medical services and disaster medicine centers with portable radios to ensure reliable communication in crises.
At the same time, a microgrant competition has been launched for civil society organizations working to strengthen medical and social services within their communities. Its goal is to support local initiatives that work directly with people daily and respond to the challenges posed by the war at the community level.
According to the ZDOROVI team, the key objective of the initiative is to establish a comprehensive and coordinated patient pathway during wartime, when every minute and every decision can have a direct impact on a person's life.
“Today, it is critically important to support not only individual hospitals or medical specialties, but the entire continuum of care — from a patient’s first contact with a healthcare provider to the delivery of specialized treatment. That is why we are advocating for a seamless patient pathway as a systemic solution for healthcare delivery in wartime,” said Nataliia Tulinova, Foundress and CEO of ZDOROVI.
