The Ministry of Health of Ukraine and ZDOROVI Sign Memorandum of Cooperation to Strengthen the Healthcare System During Wartime
The Ministry of Health of Ukraine and the charitable foundation ZDOROVI are officially strengthening their cooperation to support Ukraine’s healthcare system amid the full-scale war.
The corresponding Memorandum of Interaction and Cooperation was signed by the Minister of Health of Ukraine, Viktor Liashko, and the Founder and Director of the Charitable Organization “CF “NAHA” ZDOROVI”, Nataliia Tulinova.
The signing of the document followed a working meeting during which the parties discussed the key challenges currently facing Ukraine’s healthcare system, as well as further steps to support and strengthen it. The discussion focused on providing hospitals with medicines, medical supplies, equipment, and other critically important resources necessary to ensure uninterrupted medical care during wartime.

“Amid the full-scale war, the healthcare system operates under extraordinary pressure every day, which is why it is critically important for us to unite the efforts of the state, the charitable sector, and partners. This cooperation is another step toward making hospital support systemic — from supplying medicines, equipment, and medical devices to restoring infrastructure, supporting healthcare workers, and developing mental health initiatives. Our shared task is to ensure that patients in all regions, especially those most affected by the war, have access to the medical care they need, while healthcare facilities remain capable of operating even in the most difficult conditions,” said Viktor Liashko, Minister of Health of Ukraine.

The Memorandum formalizes the partnership between the Ministry of Health and ZDOROVI across several strategic areas. These include support for healthcare institutions, restoration of medical infrastructure in war-affected regions, development of programs for healthcare professionals, as well as implementation of initiatives in the fields of mental health and medical resilience.
Special attention will also be given to ensuring access to healthcare for vulnerable population groups and responding promptly to the needs of hospitals in regions most affected by the war.

“Today, a strong healthcare system is impossible without partnership between the state, civil society, and international support. For us, cooperation with the Ministry of Health is about shared responsibility and daily work to ensure that Ukrainian hospitals remain capable of functioning even during wartime. It is through such cooperation that support transforms into systemic solutions that strengthen Ukrainian healthcare in the long term. We highly value the openness of the Ministry of Health to cooperation and our shared vision of how the healthcare system should continue to develop and remain resilient today,” said Nataliia Tulinova, Founder and Director of ZDOROVI.

The cooperation framework also предусматриes regular coordination meetings, information exchange regarding the current needs of healthcare institutions, and the implementation of joint projects aimed at strengthening the capacity of Ukraine’s healthcare system.
